The Ministry of Education, Government of Kenya has received financing from the World Bank towards the cost of the Secondary Education Quality Improvement Project (SEQIP), and intends to apply part of the proceeds for consulting services.
The consulting services include Environment and Social Safeguards Specialists to provide technical assistance to the Ministry of Education in the implementation of the SEQIP environmental and social safeguards, to ensure social, environment, health and safety management issues are efficiently and effectively handled in line with the applicable national legislation and regulations and compliance with the World Bank safeguards operational policies and procedures. The two Assignments commence in April, 2018 for two years on one year renewable contract period based on performance as per the Terms of Reference (ToRs).

The Ministry of Education, State Department of Basic Education now invites eligible consulting Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The minimum qualifications for an Environmental Safeguards specialist are:
1. A holder of a minimum of a Bachelors Degree in Environmental studies or its equivalent with an experience of 5 years in a similar assignment. Holders of a Masters Degree in the relevant field will have an added advantage.
2. Documented evidence and experience with similar assignments;
3. Excellent communication/interpersonal skills and ability to work in teams
4. Registered with NEMA expert and or other accredited bodies
5. Knowledge of the World Bank Safeguards Policies and Procedures
The minimum qualifications for a Social Safeguards specialist are:
a) A holder of a minimum of a Bachelors Degree in Sociology, Development studies or its equivalent with an experience of 5 years relevant experience in Social Development and Mobilization. Holders of a Masters Degree in the relevant field will have an added advantage.
b) Past experience in similar Social and Education project in Kenya;
c) Individuals who have knowledge of experience of the World Bank projects and Safeguards policies will have an added advantage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 Procurement Regulations, setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultancy method set out in the Procurement Regulations.
