CONSULTANCY FOR END-TERM EVALUATION OF THE GOK – AERC CAPACITY BUILDING PROJECT FOR POLICY ANALYSIS: A COMPREHENSIVE APPROACH TO STRENGTHENING THE POLICY ANALYSIS AND ECONOMIC MANAGEMENT CAPACITIES IN THE TREASURY, KENYA
The Government of Kenya [GoK] in collaboration with African Economic Research Consortium [AERC] initiated a Capacity Building Project for Economic Policy Analysis in March 2010, with the primary goal of strengthening the economic policy analysis and financial management capabilities in the National Treasury. The collaboration between the Government of Kenya and AERC is informed by the fact that the Consortium is one of the most extensive and active Research and Capacity Building Institutions [RCBIs] in the world, with a focus on sub-Saharan Africa. The Government of Kenya provided a grant [Grant Number: DEA/AERC/CBP/01/16/09/2010] to AERC towards implementing the first phase of the Project over a period of six years effective from January 2011 to September 2016.
In line with prudent project management, the Government of Kenya and the African Economic Research Consortium, working jointly under the Capacity Building Project for Policy Analysis, seeks the services of a consultant to conduct an End-Term Evaluation of the first phase of the Project. The overall purpose of the End-Term Evaluation is to provide an independent, systematic and in-depth assessment of the overall performance [effectiveness, efficiency, relevance and sustainability] of the GoK-AERC Capacity Building Project for Policy Analysis, including a review of the design, governance and implementation structure, and process vis-a-vis project objectives and achieved results.

Expected Competencies of the
a) A minimum of postgraduate qualification in Economics, Policy Analysis, Development Management, Social Sciences or other relevant field;
b) More than six  years of experience in undertaking evaluation for development initiatives, particularly tertiary education programmes;
c) Familiarity with the context of Kenya and other Sub-Saharan African Countries; and
d) Demonstrated ability to assess complex projects/programmes and draw lessons and forward looking conclusions and recommendations.
a) Experience in teaching or management in Academic Institutions at the Postgraduate Level;
b) A working knowledge of the political-economy and developmental considerations of the project environment;
c) Experience with GoK-supported institutions is an added advantage.
Duration of Consultancy - 25 working days
Interested consultants are invited to submit a proposal detailing responses to the TORs with specific focus addressing the key selection criteria. An elaborate work plan and detailed budget breakdown based on expected daily rates and initial time plan should be provided. In addition, the consultant must attach a curriculum vitae and submit a minimum of three  references.
